The canonical place for examples is share/examples/ntp4.  There are
example configs in the PLIST there.

In the distfile, there's is a /scripts/rc/ directory with:

ntpd
rc.d/ntpd
rc.d/ntpwait
rc.d/TIMESYNC

I still don't get the complexity of pkgsrc, but I wonder why these
files are not available.

Look in share/examples/rc.d, which is the canonical location for rc.d
files.  The Makefile is coded to install versions maintained in pkgsrc.
