cppcheck: Update wip/cppcheck to 1.90

Hi all,

I have updated the cppcheck package from 1.76.1 to 1.90, after importing it in pkgsrc-wip and committed the upgrade changes on wip. 

I would be thankful if you could review the package and commit it to pkgsrc if found good.
