Unfortunately it's been broken and outdated in pkgsrc for a long time.

I'd like to see it working again but it's not on my priority list
right now.

Yeah, it'd be nice to use PKG_OPTIONS for this.

I am still interested to see if the state of jasper improves in the
future, disabled-by-default would allow us to re-enable it if the
state ever improves.
