Failed subversion build CentOS 7

Build is dying in configure stage:

The problem seems to be due to an upgrade to APR 1.7 and there seems to 
be a solution (for a newer subversion):

Any opposition to upgrading the subversion package to the latest 
release?  We're on 1.10.4 now and latest is 1.11.1.
