Non-ASCII characters in go112/PLIST

Hi,

lang/go112 has non-ASCII characters in PLIST
as follows.

go112/test/fixedbugs/issue27836.dir/?foo.go
go112/test/fixedbugs/issue27836.dir/?main.go

I think that current PLIST is based on ISO8859-1 or similar
encoding.
I am using ja_JP.UTF-8 and ja_JP.UTF-8 locale causes PLIST mismatch.

DO you have a good idea?
