License for empty

Hi!

Looking at PR 53955, the license of that package (empty) is almost,
but not quite the same as the modified-bsd license (3-clause). Clause
1 is:

1. Redistributions of source code must retain the above copyright
   notice immediately at the beginning of the file, without modification,
   this list of conditions, and the following disclaimer.

Compare to BSD:

 * 1. Redistributions of source code must retain the above copyright
 *    notice, this list of conditions and the following disclaimer.

Does the added bit make this a license that has to be specially handled? IANAL.
