boost-headers: configure output not reliable

Hi!

I reported a boost problem upstream:

https://github.com/boostorg/config/issues/240

and got the reply that the way pkgsrc generates the installed user.hpp
file is not perfect - we need to either use the pre-configured file
instead, or check the result of configure, or possibly add more
-Werror arguments to the configure run.

Are there any opinions on what the best solution is?
