It does not. Counting the number of meta-packages for that idea was a
way to demonstrate it was not a great idea. I guess my way of
demonstrating it wasn't great either...

I'm not sure I'm following you here. Do you mean web applications should
have no dependency at all ? Or just webserver/mod_php/php-fpm (meaning
it should still depends on modules, e.g. php-gd) ?
