These have worked for me before (on NetBSD, that is). Interesting. Are you
sure it's not a local issue?

That's why I wouldn't want to just set MAKE_JOBS_SAFE=no, unless it was
conditional for Ubuntu.
It's a fresh Ubuntu 16.04 install with apt update, upgrade, and install of
gcc, g++ and cvs.
