joerg pointed out on irc that this is a minimum requirement for using
gfortran over g95 safely, and the patch is currently insufficient for
this. it should also use a matching gfortran if gcc is new enough.

the gcc packages also install a libgcc and libstdc and using gfortran
will place those in the search path.
(g95 package only does this with libgcc)
perhaps that can be dealt with indpendently
