Joerg points out this the patch still does not handle the case of new
enough 'base' GCC and using gfortran, so e.g. NetBSD-8 will end with
base GCC 5.4 and pkgsrc gfortran 4.8, still causing a mess.

Please ignore this part of the patch for now, it's not as important.
