libxcb and missing library libxcb-xconfig

Hello all

I saw that the xconfig library is disabled by default but it's required from Lumina 1.2.0.

Besides the missing entries in PLIST and CONFIGURE_ARGS and .pc lines in the makefile something has to be set to propagate this library into buildlink directory.
