The Joyent binary packages have been using:

  MYSQL_VERSION_DEFAULT=56

since 2013Q4, and

  PGSQL_VERSION_DEFAULT=94

since 2015Q3.  I'm definitely +1 on the MySQL change, I have no
opinion on the PostgreSQL change as we've not tested 95 yet, but would
be happy to defer to folks more familiar with it.
