fortran_compilers_accepted

How is one supposed to indicate (in a package) that the fortran
compiler should be f2c rather than g95? Obvious methods like setting
NOT_FOR_COMPILER+=g95 do not work.

I eventually hacked it by setting PKGSRC_FORTRAN, but that's a user
variable so setting it in a package is abusive.

Reading through compiler.mk makes it look like there isn't a way, but
that can't be right...
