maybe related issues,

INSTALLATION_PREFIX support had been removed together with
"Remove pkg_views support, second part: infrastructure".

It should not be related to "pkg_views".

Can you point me to where this was removed?

I still see it here. The pkgviews removal only changed indentation for
one of the lines:

/usr/pkgsrc/mk> grep -r INSTALLATION_PREFIX .
./bsd.pkg.use.mk:.if defined(INSTALLATION_PREFIX)
./bsd.pkg.use.mk:PREFIX=                        ${INSTALLATION_PREFIX}
./help/directories.help:#               INSTALLATION_PREFIX,

I've mis-read the diff :(
