pkg_summary out of date due to Unrecognized archive format

There is a ticket pkg/47219 about pkg_summary out of date.

I hit same problem today.

I tried to regenerate by using pkg_info -X. At first the old version on
ftp server is not compatible. So then I used /usr/pkg/sbin/pkg_info -X,
but some packages resulted in: unxz: (stdin): Unexpected end of input

For example:

bash-4.2$ tar tvzf ./eterm-0.9.5nb7.tgz
gzip: unknown compression format
tar: End of archive volume 1 reached
tar: Sorry, unable to determine archive format.

I recall having this discussion before, but don't remember the solution.
(Also it appears that NetBSD developers have same problem.)

How to regenerate the pkg_summary when the package files are from a mix
of places using different formats but all using .tgz extension?

So it appears that the existing pkg_summary does not list any of the
packages that result in "pkg_info: Cannot read from archive:
Unrecognized archive format: Inappropriate file type or format"

I am looking at
/ftp/pub/pkgsrc/packages/NetBSD/x86_64/6.0_2012Q3/All/
