Freeze for pkgsrc in preparation for pkgsrc-2011Q4

Hi folks,

It's that time again - time to freeze pkgsrc in preparation for
branching pkgsrc-2011Q4.  For the developers amongst us, that means no
new functionality after the freeze starts, and no infrastructure
changes.  Please get approval in advance from a pkgsrc PMC member for
anything that is unclear.

The aim for this quarter is to get the number of broken packages (where
a broken package is one that does not build, install and de-install, as
defined by the bulk builds) down to as small a number as possible. Thanks
to joerg, dholland and others who have been working on this, and have made
great strides; it'd be neat to get that number down even further.

The freeze will start on December 17th, 2011 at 23:59 UTC, and will
take up to 2 weeks. We'll update people on progress made as the freeze
continues.
