On my Mac, I see funny pkg names created by "make package":

        mini% make package

        ===> Building binary package for gettext-lib-0.18.1.1
        => Creating binary package
===> /usr/pkgsrc/packages/All//Volumes/pkgsrc5-0.18.1.1.tgz

Do you have FILEBASE=/Volumes/pkgsrc5 on environment variable or /etc/mk.conf?

I feel FILEBASE in mk/flavor/pkg/package.mk should be renamed something like
PKGFILEBASE. FILEBASE does not sound like pkgsrc specific variable name.
