pythong distutils

I think we need a lang/pythong/distutils.mk, which would be used instead
of extension.mk by python distributions that use distutils.  It would be
small, and:

  sets up for egg filename subsitution in PLIST

  sets PYDISTUTILSPKG=yes

  sets PY_NO_EGG=no

  inputs extension.mk

perhaps with some common code hoisted from egg.mk.

(Separately, egg.mk should probably be renamed setuptools.mk because it
is not actually used to make eggs, but that's disruptive and pointless,
so I don't actually propose doing this.)
