bmake: no system rules (sys.mk).

Hi:

I'm trying to bootstrap QNX with the latest stuff and I'm getting
"bmake: no system rules (sys.mk)." immediately after bmake is made.
I think a fairly recent change must have caused this but I don't
see anything obvious.  Any pointers would be appreciated.
