pkg_chk -uq hangs and can't be killed. (kern/42318)

Since a recent upgrade of netbsd-5, I'm having a weird problem with 
pkg_chk - it hangs and cannot be killed. Any processes that spawned it 
(like the shell, or pkg_comp) are also hung. It's so bad that I've had 
to cold-reboot to recover from this.

I filed a PR - kern/42318 about this, but this was not right (category 
perhaps should be "pkg"). The fact is, pkg_chk shows the same behaviour 
in the "normal" system, i.e. not inside of a pkg_comp chroot (I had 
previously thought that the chroot environment or mount_null or 
something else was to blame).

But the symptoms are all in the PR. And they are repeatable. The system 
otherwise works beautifully. As long as I don't run pkg_chk for any 
reason, it works fine.

To repeat: run netbsd-5 kernel and userland from Nov. 12 and then try to 
use "pkg_chk -uq".
