groff vs. zile, PLIST conflict

I noticed that as of 2009Q3, textproc/groff has a PLIST conflict with  
editors/zile on ${PREFIX}/lib/charset.alias. The file can be patched  
away from zile easily, but what is the right approach here? The way I  
see it, it's a file that can be shared by several packages.
