Tcl license



Hi,

updating a Tk package recently (x11/tk-BWidget) I notice that there is no
LICENSE defined. The Readme says

  The BWidget library was originally developed by UNIFIX Online, and
  released under both the GNU Public License and the Tcl license.
  BWidget is now maintained as a community project, hosted by
  Sourceforge.  Scores of fixes and enhancements have been added by
  community developers.  See the ChangeLog file for details.

but I find no other reference to GPL in the archive so I think it can't
technically be classed as gnu-gpl any longer ?

The "license.terms" from the tcl archive is below (and something similar
appears in BWidget), is this different enough from mit etc that it needs
to be added as tcl-license? (with the individual copyright declarations
removed?)

If so, is this suitable for inclusion in the DEFAULT_ACCEPTABLE_LICENSES
list or does the final paragraph regarding the US Govt mean something
else?
