Yes, post-install stage is special.

Usually, extract -> configure -> build -> install. oneway,
so no need (and must not) to do those (and pre- and post-) targets twice.
"install" target is only exception, because "deinstall" get back to the 
previous stage.
"install-clean" target care almost of it (but not all now).
