should summary PKG_OPTIONS show -foo removed?

I see I have some packages where PKG_OPTIONS= is empty in my pkg_summary
as seen in +BUILD_INFO or using pkg_info -X.

For example, my evince:

$ pkg_info -Q PKG_OPTIONS evince

$ pkg_info -X evince | grep OPTIONS
PKG_OPTIONS=
$ pkg_info | grep evince
evince-2.24.2nb3    Document viewer (GTK version)

I built with: -gnome.

It took me a while to realize -- eveb though now very obvious -- that
taking away an option means it doesn't exist and wouldn't be recorded.

Should we record what was removed too?
