is/should send-pr in pkgsrc?

I'm still fiddling around with pkgsrc on OpenSolaris, and one of the 
things SunOS 11 doesn't have is send-pr.  I expect most non-NetBSD 
systems won't have send-pr, but AFAIK it's the 'best' way to send in 
reports of problems & fixes to pkgsrc?

As such, is it worth putting send-pr (or a suitable mutant of it) in the 
bootstrap setup for non NetBSD systems?
