download-vulnerability-list not fetch command

Built on old FreeBSD 4.x.

Resulting script has:

: ${FETCH_CMD=}

Which causes: Unknown fetch command ...

The config.log does have:

ftp='$(prefix)/bin/ftp'

I don't know why it was not used. The @pkgdbdir@ was set fine, but @ftp@ 
became nothing.

I didn't have this problem in mid April.

I see the pkg_install/files/configure was regenerated with different 
version of autoconf and does some things different with substitutions -- 
but I don't know if that is related.
