Bulk builds actually do exactly that. They rebuild outdated packages and
whatever depends on them. Actually, they rebuild packages where
something changed. Modulo annoying things like mono running in a loop, a
full incremental bulk build even on current doesn't take that long for
me. That's NetBSD/current amd64 with pkgsrc/current.
