I'm strongly in favor of this. Infrastructure update should be as
trivial as:
OWNER?=         pkgsrc-users%NetBSD.org@localhost
MAINTAINER?=    ${OWNER}

This does mean some current maintainers need to update their packages
to become owners, but if they care strongly about a package I don't
think this is unreasonable to ask for.

        I'm tempted to say packages should have either a MAINTAINER or
        OWNER, but never both. That means no change to the vast majority
        of packages.
