Hoping to get some discussion ... but I didn't get any
discussion. :)

The situation is this:

	DEPENDS_TARGET does not reproduce the target passed to
        make.  So, for example, doing a make bin-install only
        does bin-install for the primary package in question, not
        any packages on which it depends.

My thought is that

	a) this is a bug which should be fixed (so that
        DEPENDS_TARGET tracks the command line make target,
        unless DEPENDS_TARGET is explicitly set somewhere); or,

        b) we need to better document this (explaining that one
        needs to manually set DEPENDS_TARGET)

I'm willing to write text if the answer is (b) (heck, I'm willing
to try and fix it if the answer is (a) ... but that might take a
while given my schedule).  However, what I'm really after is the
answer to whether (a) or (b) is the correct solution.

That is to say, are we consciously not having DEPENDS_TARGET
follow the make target?  If so, does anyone remember why?  If
not, then I guess the answer is (a).
