Thank you for the link to the tech-pkg post, which in turn refers to a
poetboy.com post.

The tech-pkg post says the problem is /etc/tty being a directory.
The poetboy.com post says the problem is /dev/tty being a directory.

My freshly installed Slackware 10.0 system has no /etc/tty, and the
/dev/tty is a special device file, not a directory.

Just in case, I modified /etc/udev/rules.d/udev.rules as specified on
the poetboy.com post.  sshd still fails to authenticate.

Am I missing something?  Thanks again for all the help,
