We should upgrade it.

I send-pr'd this in early October: #18578.

I had several emails with itojun with several patches from him and from
me.

But I think that the focus got changed to pax and the pkgsrc gtar was
forgotten.

I made a new gtar package, but nobody looked at it yet.
