NetBSD (or any OS using dhcpcd) does more chatter on ARP due to Duplicate Address Detection because the standard says 3 probes whereas IPv6 says 1 probe.
That disparity for IPv4 doesn't seem unreasonable. There are lots of slightly quirky and basic partial IPv4 implementations on embedded systems that might be slower to respond to an ARP request. v6 systems are likely to be a little more powerful and prompt in their responses.
