You should add tests to make sure that:
- bnx_start() is always called at splnet():
  KASSERT(curcpu()->ci_level >= IPL_NET);
- bnx_start() is always called with KERNEL_LOCK held:
  KASSERT(ci->ci_biglock_count > 0);
