Ok, but it is kindof arbitrary - nothing realy prevents us from numbering
both buses on a psycho as 0, and I'm pretty sure no userland software
should care.

Didn't someone say they had a amd64 (or was it alpha?) system with the root
buses being 0 and 128? That would not count as separate domains in your
definition then...
