I'd assume it's the backend, most downloads immediately 503, but https://archive.netbsd.org/pub/NetBSD-archive/NetBSD-8.2/images/NetBSD-8.2-amd64-install.img.gz consistently fails after 42991616 bytes, which is 41MiB exactly.  Not sure it it's significant, but those 41M probably come from the cache.
