This is not a good list to reach the folks who can fix it :-)

First it could be a geographical cache based issue (archive.netbsd.org
is backed by a fastly CDN). For diagnostics it is good to know which
cache fails for you.

which also explains the fastly-debug header.

Then it becomes slightly tricky whom to make it fix - either fastly
or the NetBSD admins running the backend server. This sounds like a 
case for the latter (I can reproduce it right now), so I'll ping admins@
