Regardless of whether or not you got approval from releng, I think it's inappropriate to make major or controversial changes without public discussion. The only semi-public discussion that I am aware of was in the comments on PR 40346, where there was not consensus that adding expat to base was a good idea. One of the last comments there said that discussion on that issue should go to tech-userlevel, but there was no discussion in tech-userlevel.
