Maybe one can assume interrupts in some cases, but with
ACPI one doesn't know which parts of the systems have
already been taken out of service. (both in the suspend
and in the shutdown case)
And the less assumptions one does the better -- a shutdown
should be as robust as possible, even with a partially
corrupted system.
