I'm not sure what the way forward is.   It strikes me that

  it's a bug that if /var/lib/xen needs to exist that the package
  doesn't create it.

  /var/lib/xen is an irregular directory name.  Perhaps /var/db/xen, or
  /var/run/xen, depending on whether it should or should not persist
