Mine's pretty similar:

kernel = "/usr/xen/kernels/5.0/netbsd-INSTALL_XEN2_DOMU.gz"
memory = 256

Maybe try playing with memory. It could be what makes the difference.
I tried 256M myself and it works ...

It was on 640M, I tried 512, 256 and 64.

Also my box only has 392M total.

I have 2048M, I tried downgrading this to 1024M

Does a xen-debug.gz print more info about your crash (on serial console,
as xm dmesg doens't work :(
