The "VAXstation 4000 Model 90 Service Information" mentions for all
eight diagnostic LEDs lit:

"Power has been applied but no instruction has been run"
FRU: System module

Doesn't sound encouraging.
But modifying a DS1287 (soldering an external lithium cell to it) is
well-documented and not too hard, so probably worth a try before
trashing the whole box.
