No, they're not. If they were, I'd take them out and program them and 
perhaps replace them with regular EPROMs so they'd always stay programmed.

It's interesting that there are rootkits for everything these days - 
firmware Trojans for drive firmware, persistent BIOS rootkits, et cetera, 
yet Digital was so sure that VAX systems would be running good, clean, 
protected code that they didn't even think to write protect the FEPROMs, 
especially considering that they did such a good job of thinking of all 
the details.
