I don't know of 4.0. But -current as of around the end March booted fine on my 
4000/200. (Prior to this it didn't work due to some code rototilling and 
cleanup. I fixed that bugs around the mid of march.)

I sugest the following to get a working netboot:
http://www.netbsd.org/docs/network/netboot/index.html
and boot the kernel image containing the install programm:
ftp://ftp.netbsd.org/pub/NetBSD-daily/netbsd-4-0/200806140002Z/vax/installation/netboot/install.ram.gz
