Yup, I had this issue too on a 'real' VAX.

What I did[0] was use the 1.6.1 installer to fetch the 1.6.2 sets. That
seemed to work fine, and was new enough to handle the slightly different
package names which the older 1.5.x installer would have  trouble with.
