In fact, it started immediately after I unpacked the new sets when
'etcupdate' was unpacking the "etc" and "xetc" sets.

This seems to be related to the recent pull-up of OpenSSH 1.1.1k to
netbsd-9 (haven't booted a recent -current to see if it behaves
similarly).
