I dunno about making it FAT; I wouldn't have bet on OFW knowing that.
I used hfsutils:

# hformat -l "Boot" /dev/wd0d
# hmount /dev/wd0d
# hcopy -r ofwboot.xcf :ofwboot.xcf
# humount
