I just looked at powerd and I don't see a way for it to control CPU speed, although you probably could put something in a sensor script to lower CPU speed if it gets too hot. Not that there's a guarantee that we have a CPU temperature sensor or that we have a way to match a sensor to a CPU. IIRC there's a daemon to control speedstep on x86, maybe we should look at that instead of reinventing the wheel.
