Following up on this.  According to:

https://cdn.netbsd.org/pub/NetBSD/NetBSD-10.1/hppa/INSTALL.html

"Booting from CD is currently not supported.”

This is why I tried netbooting.  On a whim, I booted from the DVD drive and it booted just fine.  I have it installed now.

Would still like to know what the openpty() issue was though…. Also - is that statement about not being able to boot from CD a legacy artifact that should be removed from the INSTALL doc ?
