I did this again a couple weeks ago on a RPi400, using pftf UEFI
version 1.53. The trick is, after you dd NetBSD onto your boot media
you go to the /boot/ directory and delete everything that's not under
the /boot/EFI/ subdirectory and then copy the pftf UEFI software into
the /boot/ directory, just unzip it and cp -r * /mnt/ (assuming you
have the msdos partition mounted on/mnt/).

HDMI works fine for me.
